The mayors of eight municipalities and directors of the Regional Economic Development Agency for Sumadija and Pomoravlje and Regional Development Agency for East Serbia, on 8 December 2011, in Raca, signed the Agreement about cross-municipal cooperation on implementation of the regional project - Reconstruction of the national road of I category M4, section from Lazarevac to Bor.

The Agreement is the first step of project implementation and presents the readiness of municipal managements to cooperate on implementation of this regional project. Regarding the fact that the project documentation for this frequent road section has not been developed, the following step will be application for financing of the General Project Design and Feasibility Study with NIP funds in 2012.

The road section M4 runs through and connects the eight municipalities: Lazarevac, Velika Plana, Bor, Aranđelovac, Rača, Lapovo, Svilajnac and Despotovac with the total population of over 290.000 citizens. For these municipalities this road is the shortest connection to the Corridor 10. The initiative for the project implementation was started by the Regional Economic Development Agency for Sumadija and Pomoravlje.

The importance of this road section has been recognised in the National Strategy of Sustainable Development of the Republic of Serbia, Regional Sustainable Development Strategy for Sumadija and Pomoravlje and local development strategies of the municipalities and cities through which territories this road section runs.
