Rurall project - Presentation of the Multi stakeholder Governance Model (MSGM)



The municipality of Despotovac organized on 26.06.2026. fifth meeting with representatives of the community and institutions that participated in the implementation of the Rurall project in order to present the Multi stakeholder Governance Model (MSGM).

The project is in its final phase and focuses on strengthening the capacities of local governments to address depopulation by promoting the reuse of abandoned and underutilized buildings for the benefit of local communities and eco nomic development.

The Municipality of Despotovac and the Regional Agency for Economic Development of Šumadija and Pomoravlje are project partners in RurALL, which is implemented by a consortium of 21 partners from 11 countries across the Danube Region.

Among the project's key outcomes are the development of a Multi stakeholder Governance Model (MSGM)  and a Practical Handbook for its implementation.

The Governance Model primarily supports the planning and implementation of population-related measures, with a particular focus on the adaptive reuse of unused buildings for activities and services that meet the needs of local residents while contributing to the municipality's economic and social development.

The Practical Handbook is designed to assist local governments and communities in developing sustainable, inclusive, and practical governance models that actively involve citizens and stakeholders. It provides a step-by-step approach and practical guidance for engaging stakeholders and target groups in co-creation and participatory decision-making processes, enabling the transformation of unused buildings into catalysts for social and economic development.

Over the past eighteen months, the Municipality of Despotovac has organized a series of meetings and workshops involving citizens, local community councils, public institutions, and municipal representatives. Together, they participated in the decision-making process to identify which of the mapped buildings should be prioritized for revitalization and future use for the benefit of the community.

The role of the Regional Agency for Economic Development of Šumadija and Pomoravlje is to disseminate the project results and the outcomes of transnational cooperation among partners and stakeholders working in relevant fields.
